Depuis le 11 Septembre, le Golfe de Guinée est devenu un véritable enjeu militaire et stratégique pour les Etats-Unis dans l’objectif de réduire la dépendance américaine vis à vis du Golfe Persique. Le lobbying de l’African Oil Initiative Group, un groupe informel du Congrès soutenu par l'American Jewish Congress, converge avec les plans du National Intelligence Council pour que le pétrole africain, sécurisé, représente 25% de l’approvisionnement des Etats Unis en 2020.
