increases pressure on Annan over UN scandals

"There is growing fear among United Nations officials
that Secretary-General Kofi Annan may have lost the confidence
of the organisation's most powerful constituent, the United
States.
Annan is mired in the deepest crisis of his career as America
continues to put pressure on him to resign. His 10-year tenure
at the head of the UN is in danger of collapsing under the
weight of a series of scandals ranging from sexual harassment
claims involving top UN staff, to human rights abuses by UN
soldiers and officials in the Democratic Republic of Congo,
and the long-running Iraq oil-for-food corruption
investigation.
Last week saw senior American politicians openly call for
Annan to resign as it was alleged that his son, Kojo Annan,
had been paid by a Swiss firm being investigated for possible
abuse of the oil-for-food programme. Annan has denied
knowledge of the payments.
However, Senator Norm Coleman, who heads a US investigation of
the programme, said Annan was standing in the way of a full
investigation. 'As long as Annan remains in charge, the world
will never be able to learn the full extent of the bribes,
kickbacks and under-the-table payments that took place under
the UN's collective nose,' Coleman said in a
statement..."
"...But defenders of the UN point to the attacks as
evidence of a right-wing American plot to attack the UN in
part for Annan's outspoken criticisms of the US-led invasion
of Iraq. Much of the criticism has come from right-wing
American politicians such as Coleman and conservative media
commentators..."
French
Connection to Oil for Food Probed

"As investigators dig into the scandal-plagued U.N.
Oil-for-Food program, one question keeps surfacing — how
deep does the link between French officials and Saddam Hussein
go?
The CIA’s Iraq Survey Group released a report in September
that, in part, suggested that French businessmen and
politicians with close ties to French President Jacques Chirac
may have received bribes from Saddam. It also said that French
companies may have sold weapons to Iraq on the eve of the
U.S.-led war against Iraq in 2003.

But French officials maintain that accusations of wrongdoing
and illegal profiting against France have been made without
proof..."
"...Montebourg, a Socialist member of the French
Parliament, said Chirac should be impeached because he is
personally implicated in corruption.
“It's unacceptable for the world and for our reputation that
our president is involved in such a way, so heavily, in very
big cases of corruption, so I'm sorry to think that France is
damaged by all this bad reputation,” Montebourg told FOX
News.

"George Bush pointedly declined to support the United
Nations secretary general yesterday after the head of a Senate
committee investigating multibillion-dollar abuse of a UN
programme in Iraq called for Kofi Annan's resignation.
President Bush called for a "full and open"
accounting of the oil-for-food programme, under investigation
by five congressional committees and a separate UN inquiry.
According to Norm Coleman, the US senator who demanded Mr
Annan's resignation on Wednesday, Saddam Hussein illegally
diverted $21bn (£11bn).
Mr Coleman, the Republican head of the Permanent Subcommittee
on Investigations said Mr Annan should resign because
"the most extensive fraud in the history of the UN
occurred on his watch"..."
"...There is no love lost between the Bush administration
and Mr Annan, who declared the US-led invasion of Iraq to be
illegal. Britain, France, China and Russia, expressed support
for Mr Annan yesterday, but the US pays a quarter of the UN's
budget and could make life difficult for the Ghanaian
secretary general - as it did for his predecessor Boutros
Boutros-Ghali, whom it refused to back for a second term.
"They are pounding the UN. They are pounding Kofi. It's
worse than under Boutros, and that's saying something,"
said a senior UN official yesterday..."

at the broad assault on the organization and Annan, are
alarmed at evidence that a campaign they felt was confined to
conservative Republicans angry over UN opposition to the Bush
administration invasion of Iraq is spreading so rapidly.
"The danger now is that a group of people who want to
destroy or paralyze the UN are beginning to pick up support
from some of those whose goal is to reform it," said
Richard Holbrooke, the U.S. ambassador to the United Nations
under President Bill Clinton, and an Annan booster.
"He had the moral authority of the Nobel Prize, the
respect and indeed the affection of everyone who knew him, and
he still has the affection, but the Nobel prize has become an
ironic fading memory, and he is in danger of losing the
support of people who care about the UN."..."
